What does it do? I choose it from the screensaver list in Display Properties, then nothing happens when the screensaver should come on. Am I using it incorrectly? Is there a problem with it?

You'll need to configure it first: click Settings, then select a screen saver for each monitor (you can also use a single screen saver on the primary and only blank the other monitors).
