Does anyone know if it is UltraMon that adds tooltips to the buttons in the taskbar of XP Home? If so, can they be deleted, delayed or moved on the screen?

Do you mean the tooltips that get shown when you hover the mouse over an application's task button?
These are handled by Windows, UltraMon doesn't get involved with this.
