If I start an application such as Firefox and move it to the other monitor, the next time I start up the application it starts back on the first monitor. On my PC at work, the applications start up where I last left them and I am running same version of Ultramon on both.

Most applications remember their position, UltraMon by default doesn't do any application positioning.
To configure UltraMon to manage an application's position, right-click the application's shortcut, select Properties from the menu, then configure the settings on the UltraMon - Window tab as desired.
