I've currently got my smart taskbar on the bottom of the 2nd monitor, is there any way to move it to the top? I've tried looking but couldn't seem to find a way.

To move the taskbar, make sure it is unlocked by right-clicking a free area on the taskbar and unchecking Lock Taskbar, then grab the bottom-right corner of the taskbar and drag it to the desired position.

I have different problem with the smart taskbar. Somehow I moved it to the left side of my monitor and now I can't get it back to the bottom. I checked that it is not locked but it won't move.

Once you have grabbed the grip in the taskbar's bottom-right corner, drag the mouse close to the screen edge where you want to position the taskbar, the taskbar will then change position.

When I grab the bottom-right corner of the taskbar it just gets wider, it won't allow me to re-position it.
Following is my system information:
2 monitors Current desktop: 2880x1200 (-1280,0 - 1600,1200)
Monitor 1 - ViewSonic 17PS-2 (primary): Settings: 1600x1200, 16-bit color, 60 Hz refresh rate Coordinates: 0,0 - 1600,1200. Workspace: 0,0 - 1600,1172 Video card: NVIDIA GeForce3 Ti 500 Device: \\.\DISPLAY1\Monitor0
Monitor 2 - SONY CPD-300SFT: Settings: 1280x1024, 32-bit color, 60 Hz refresh rate Coordinates: -1280,0 - 0,1024. Workspace: -1249,0 - 0,1024 Video card: ATI Technologies Inc. RAGE XL PCI Device: \\.\DISPLAY2\Monitor0
Could the negative workspace location for my second monitor (the one with the smart taskbar) be causing the problem?

Negative coordinates shouldn't make any difference.
Make sure you dragged the little grip in the corner, and not the sizing border. Might be difficult to see depending on resolution and theme used.

Same result, when I grab the corner of the smart taskbar it just lets me make it larger or smaller. I can't get it to move off the left side of the screen.

You can also change the position of the taskbar directly in the registry:
1) close UltraMon via UltraMon menu > Close
2) run regedit.exe
3) go to the registry key HKEY_CURRENT_USER\Software\Realtime Soft\UltraMon\Smart Taskbar\Taskbars\0
4) change the Dock Edge value to one of the following:
Left: 0 Top: 1 Right: 2 Bottom: 3
