Even if the taskbar is locked, I can use a hotkey to move the taskbar to my other monitor.
Also, the hotkey moves it to weird places sometimes. e.g. If I move the taskbar to the left side of my left monitor, then press the hotkey, the taskbar will be moved to the right side of the left monitor. If it press the hotkey again, it moves to the right side of my right monitor. If I repeat, it will eventually alternate between two locations, neither of which are against the side of the screen.
