Seems to be an issue with Winamp, I've seen it happen occasionally as well. You can see the window being moved to the primary, but then it is moved right back.
UltraMon doesn't move windows when disabling monitors, this is handled by Windows.
To get Winamp to the primary, you can right-click its taskbar button and select Move. I have also uploaded a script which moves Winamp to the primary monitor: move_winamp2.zip.
