OK here is ma setup:

ATI All-in-wonder-pro 32 pci [primary]
Nvidia Geforce 256 32 agp [secondary]

OS: windows 98 SE
system: Pentium III 500 / 128mb sdram


first problem:
now am getting this error for the secondary card:[when i check the cards status on the device manager]
"Multiple Display Support cannot start on this device. The area of memory normally used by video is in use by another device. To enable Multiple Display Support, remove EMM386 or other memory managers from CONFIG.SYS and restart your computer."

second problem:
If I setup the AGP as the primary windows cant detect the PCI card, and sometimes windows wont even start, but if i do it the other way PCI as ma primary and the AGP as ma secondary, windows can detect both cards, but i keep on getting that EMM386 error[problem 1].

I solve adding toconf.sys device=c:\windows\emm386.exe X=C000-CFFF
, i find this trick on ati website.
