Will Ultramon allow me to output two different screen resolutions to two monitors (24in & 17in) in mirrored mode, with the monitors connected to the D-sub and DVI outputs on an ATI Radeon card?

Yes, but performance won't be as good as with a hardware solution, and if the monitors are using different aspect ratios you'll get a distorted mirror image.
Please note that the mirroring feature is not yet available on Vista.
