Will GECUBE RADEON 9250 128MB 64bit Edition PCI
work with a ATI Radeon 9200?
The two cards should be able to give a total of 4 outlets using WIN xp.
Would the 9250 be better with 256mb pci -it will only be used for text?

I'm a nVidia user so I can't give an absolute answer on the two cards you want to use together but I'd definitely bet they will work fine together, just as nVidia cards with different graphics chips have worked fine for me.
And, 128MB is more than adequate for a PCI card for your purposes.
