I used TweakUI on my WinXP Pro to remove desktop icons including the recycle bin, and when I have no icons on my desktop, the wallpaper disappears, although I can see it for a split second if I refresh the desktop.
Yet when I have one icon (or more) the wallpapers display fine

What happens if you select a regular wallpaper via Display Properties > Desktop?

It's probably a Windows issue in this case, I don't know what exactly might cause this though.

Well, the problem began after I installed UltraMon, I am on the ATI All-In-Wonder 9600xt with dual monitor hook up, two different wallpapers (although using just one wallpaper doesnt help) and anything different on the desktop would be web content (a small html file) but I tried removing that, and the problem still occurs...

Seems unlikely that this would be related to UltraMon.
To verify this, you could try if you still have the problem after uninstalling UltraMon.
I also haven't noticed any problems on my test system after disabling icons via TweakUI.

I stand corrected, it appears that the problem lies with windows and the active web desktop when you have no icons on there, but have web content on the web page. Weird...
