When trying to install for all users or single user am getting this error:
The installer has insufficient privileges to access this directory: C;\Documents and Settings\All Users\Documents\Shared Wallpapers. The installation cannot continue. Log on as adinistrator or....
I am admin and have done thiss as admin also. when accessing the folders they are non accessable also

Giving your admin account full control over the C:\Documents and Settings\All Users\Documents folder should fix the problem.
To do this, right-click the folder, select the Security tab, then give the Administrators group Full Control over the folder.
If you don't have the Security tab: restart your system in safe mode by pressing F8 just when Windows starts booting.
