My monitor 2 is slightly below my primary..
I configured a Hotkey for Move Next.. somehow the Smart Taskbar got focus and when I hit the hotkey, it moved screen (suprising!). WHen I used the hotkey to move it back, it was now too high.
It's a Small/rare bug, but I don't think the hot keys should apply to the smart taskbar. This is consistent with the Windows taskbar.

Thanks for the suggestion, I'll consider changing this for UltraMon 3.
