Ultramon is not available for every user who logs on to our new Dell GX280 with a dual monitor video card - Radeon X300. I have to reinstall Ultramon 2.6 in order to make it available for a new user.
I did check the radio button that said make this available for evey user on this computer.

What happens if a new user logs in? Does UltraMon start but fail with an error message, or does it not start at all?
Please also check if the new user has a shortcut to UltraMon under Start Menu > Programs.
