How can I set a HTML document as wallpaer on one screen only. Rememvber it's NOT a graphic image it's a HTML document. I am familiar with using Ultramon Wallpaper options.

You can't do this with UltraMon, but you can easily add a HTML document to the desktop through Display Properties > Desktop, Customize Desktop.
Once the Active Desktop item has been added, you can move and resize it as desired.

Under Windows XP SP1 this is not a viable option. If you wish to use a full screen active desktop and you only wish it to be unified for the signle display, you will need to create a active desktop the size of both your monitors eg If they both run at 1280x1024 youd need to create an active desktop thats 2560x2048.
Its tricky and youll need to play around with it, but as someone who builds, and frequently uses Active desktops, WindowsXP especially SP1 seems to virtually strip Windows of active desktop technology, so its tricky, but ive found if I want to have an active desktop on one monitor then have a completely different background or Active desktop on another one, i just have to create one massive one.
Just for reference Active desktop is the same as using a HTML file as your wallpaper incase you wondered what I was referring too.

Works fine for me with XP SP1, you don't need to set a HTML file as your wallpaper, you can just add the HTML file as a desktop item, and place it anywhere on your desktop, also maximize it on a single monitor.

Can I inquire as to weather your running SP1, or SP1a?

I'm using the original SP1, with various patches though (mostly security updates).
