If I have windows media player or windvd open on the second monitor and I try to make the video or dvd fullscreen, the video will open fullscreen on the primary monitor but not on the secondary monitor like I wanted it too.

Unfortunately there's nothing UltraMon can do about this. Try Zoom Player, it can play fullscreen video/DVD on any monitor.
