On Windows 7 (with Aero disabled and any standard theme) the Smart Taskbar is far too bright and practically illegible with the white text on the bright background.

Sounds like you're either using version 2 of UltraMon, or are running UltraMon in Vista compatibility mode.
Make sure you have version 3.0.10 installed. To disable Vista compatibility mode, go to the folder C:\Program Files\UltraMon, right-click UltraMon.exe and select Properties from the menu, then select the Compatibility tab and uncheck 'Run this program in compatibility mode'.
