Is it possible to show all tasks on the main taskbar, while only showing the monitor specific tasks on the secondary taskbar?
I'm fairly new to this, but I can only figure out how to (a)have both taskbars show all tasks, (b)have 1 taskbar show the primary monitor's tasks, while the other taskbar shows the secondary monitor's tasks, or even (c)have one taskbar show all tasks, while the other shows none.

That's not supported, will be considered for a future release.
